State Employment Limits Labor Supply of the Medium Skill-Set.

Over 37% of the registered employment is at positions, which might be termed “medium skillset”. The overall number of “basic” and “medium skillset” positions at least 56% of total registered employment.
Thus, investments in new capacities will be dependent primarily on the access to labor for basic jobs (unqualified) and for medium positions, i.e. with certain skills and qualities but no specialized knowledge.
State employment “steals” labor precisely from the medium skillset segment of the labor market, which is quite important from macroeconomic perspective. Any reform that limits such employment might have significant beneficial impact on the economy.
