The agreed EU budget deal for the 2007-2013 period finally stipulated that Bulgaria may receive about 11. 1 billion euro. However, the real amount that Bulgaria will receive depends on a variety of conditions like project formulation and some levels of co-financing by the Bulgarian government. There are at least two reasons which make difficult any assessment of the overall economic effects of these transfers. First, the past experience during the absorption process shows that in fact very little amount of money is actually absorbed mainly due to administrative incompatibility. Second, in the long run the allocation of EU funds probably will not be the main factor for the economic growth because of the predominantly non market allocation and absorption of such funds. More positive effects may be expected in fields like the investments in infrastructure and implementation of structural reforms in some public sectors.
